Look at the answer here:

The list wil be finalized Monday after 6 pm based on whether anybody in the Q list is still alove at any of the events fromj the weekend onwards where they played qualies or main draw .. Any such players are removed, the list is finalized and the draw is made monday late evening. Hopefully the US Open site will bring it up at least by 10 pm or so NY time monday.

I am surprised that the main draw still has not moved much at all.

A number of those who do withdraw probably will do so after the deadline (so lucky losers will get in instead of alternates). That is what has happened at the other slams this year.

Yes, that is what will happen. But still, normally byt the qualifying time, the main draws at the grand slam would drop by at least 4 or 5 spots .. Just two so far.

I should have seen it earlier, but I'm only here for a couple days in NYC, so I'm trying to get things planned for the next 2 days. Sure would like to get it done at this point.

On the WDs, I get very concerned about the late ones, it just sets up some opportunities, as was discussed with Gimelstob at Wimbledon, where there could be inproprities. That's all I can say.

The doubles draw is normally made on Tuesday afternoon, and play begins on Wednesday.

Late withdrawals happen, its just a fact of the scheduling because the main draw players are perhaps holding out hope that they can fix whatever ails them well enough to play. Funny how Justin went out to play one game at the request of the ITF official and got all the flack for it, but Bracciali retired from his match once he knew he was in for sure and no one said a word. C'est la vie.

It appears Safin withdrew in the late afternoon (after the Monday OOP was released) so he should be replaced by a lucky loser.

If Safin had withdrawn earlier, Sebastien Grosjean would have been seeded #33 & taken Safin's place (& the lucky loser would have taken Grosjean's place).
