He knew he was only one out from the ATP event when he entered the challenger three weeks later. ATP and ITF do not allow you to put your hand in multiple cookie-jars (so to say!) and keep the options open. Once you find you did not make the higher level event and entered a challenger, you are no longer eligible to play the higher event. The same thing applies to those who miss a challenger cut by a few spots and enter a futures event a week later (ATP events entry are 6 weeks ahead, challengers 3 weeks ahead and futures 2 weeks ahead) you will have to play the futures even if the cut drops at the challenger.
In fact, what ATP and ITF try to do is to protect the entry list at the lower level events entry list - as they well should. Otherwise you will see players just a few spots from the challenger cut all entering futures and then withdrawing just the friday when the challenger cuts fall. Same thing with the ATP events - the guys who are up to 15 out in the ATP events will all enter challengers, fill up those challenger lists, and then mess up the lists when the cut drops on the thursday/friday at the ATP events. It would be utter chaos.
The players are forced to make up their mind and they will have to stick to it, as far as I know.
